Simmons Teacher Education Program (STEP) Ascending to Another Level as it Produces Teacher Change Agents
Written by Dr. Kathy Y. Stovall, Ed.D.
In less than three short years, the Simmons Teacher Education Program (STEP) has defied the conventional constraints of prolonged timelines and paperwork challenges to launch a teacher preparation program. In 2022, when the idea of starting a teacher education program was conceived by Simmons leadership, they did not anticipate the speed at which success would unfold.
Under the leadership of Dr. Lucian Yates, III, STEP began taking the necessary actions through Kentucky Department of Education (KDE) for becoming an education preparation provider (EPP). In the spring of 2024, the EPP application was submitted to KDE and in August 2024 Simmons was approved to offer a Bachelor of Science (BS) in Elementary Education. This was a phenomenal turnaround.
Fast forward to 2025, per state requirements Simmons is now in the process of receiving national accreditation as an educator preparation program through the Association for Advancing Quality in Education Preparation (AAQEP). This accreditation will give Simmons national recognition from the Council for Higher Education Accreditation (CHEA). AAQEP reported in 2025, “AAQEP has membership of over 200 educator preparation providers in 36 states and other jurisdictions.” This accreditation supports Simmons in establishing a structured review process, growing access and support through professional networks, and improving program effectiveness through data collection and stakeholder engagement.
Simmons is dedicated to educating people in the urban context through strong academic and professional programs. Simmons conceptual framework is “Teacher as change agent..” The Simmons educator preparation program ensures candidates demonstrate successful integration of discipline-specific content knowledge, communication skills, instructional delivery/facilitation, and culturally responsive pedagogy.
STEP is committed to preparing teacher candidates for their future as elementary school teachers in Kentucky and beyond. The small class sizes at Simmons foster personalized attention from instructors, leading to improved academic performance, enhancing engagement, and building stronger student-faculty relationships.
The first cohort of elementary teacher candidates is a diverse group of students who are first time college students, non-traditional students, working parents and paraprofessionals working in education. The diverse backgrounds of the students reflect the student diversity you find in schools.
In addition to the teacher licensing program, Simmons offers the Associate of Applied Science in Early Childhood Education and Associate of Arts in Teacher Education.
Simmons Teacher Education Program (STEP) is located at 844 South 4th Street. You may call 502 776-1443 ext. 5196 to learn more about the program or to schedule a tour of the facility.
